“Punto Contra Punto:” Broadband Access for the Latino Community

After much popular demand we are launching a new point counterpoint series on a variety of topics that have opposing views. This series is called ” Punto Contra Punto”. This week’s topic is on broadband access for the Latino community. Latinovations would like to thank our contributors from the National Hispanic Media Coalition & Media Access Project, and LULAC.

Brent Wilkes, LULAC : “…these standards are intended to ensure that consumers can visit any legal Web site and use any legal online application, such as YouTube. For the most part, broadband providers (phone, cable, and wireless Internet service providers, or ISPs) have honored the policy. In fact, there are few instances in which ISPs have blocked or hindered a consumer from visiting a legal Web site or using an application, and the open Internet rules have always prevailed when there was an alleged transgression.

Thank you for the opportunity to speak at the Media Access Project – 2009 Policy Forum Series on Social Media, Net Neutrality, and the Future of Journalism. The views I express today are my own. I do not speak for the Federal Communications Commission.

Last year around this time, I, along with the majority of America, was excited about the election of Barack Obama. Excited and full of hope. I was happy with my work at the Leadership Conference on Civil Rights, and very busy with a campaign to insure the transition to digital television reached out to America’s most vulnerable communities. But, inspired to do more, I called a few friends working on the transition team and asked if there was anything I could do to help. Think back to that time. It was not so long ago.

Why the Comcast-NBCU Acquisition is Possible: A Glance at Recent History

Many analysts have identified the proposed acquisition between Comcast and NBC Universal (NBCU) as the first example of vertical integration in the communications marketplace of the Digital Age. Few have pointed out, however, that the regulatory framework that allows for such an unprecedented combination of assets is also a 21st century phenomenon. Less than a decade ago, this combination would have been against Federal Communications Commission (FCC) regulations – indeed, it would have been merely a business executive’s dream. What makes this acquisition attempt possible today is the drastic, systematic deregulation in media policy that has taken place over the last 20 years.

Tacit Collusion in the AWS-1 Auction: The Signaling Problem

This study utilizes the methodology developed by Peter Cramton and Jesse A. Schwartz in their 2002 paper on tacit collusion in the PCS D, E, and Block auction to identify signaling behaviors by bidders in the AWS-1 auction and measure their effects.

How Incumbents Blocked New Entrants In The AWS-1 Auction: Lessons for the Future

This study examines a concerted effort by major incumbents in the FCC’s AWS-spectrum auction to target those new entrants whose entry harbingered significant potential competitive broadband threat if (1) they acquired national AWS footprint in the AWS-1 auction or (2) they acquired a strong regional or multi-regional base from which they could acquire national footprint in future auctions.
